VTG SYNERGY has been awarded a contract under the “Strong Businesses and Communities for Moldova” (SBC) project, implemented by GIZ with financing from the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union, and the Swiss Government. The SBC project is focused on improving socio-economic prospects in both rural and urban Moldovan communities, particularly in Edineț, Strășeni, and Leova rayons. It aims to enhance the provision of basic public services, especially in the water supply and sanitation (WSS) sector, and to build institutional capacity at all levels.

Through this assignment, VTG SYNERGY will provide capacity development support to the regional public service operator, JSC “Apa Canal Leova”, and selected Local Public Authorities (LPAs).

• Assessing the current status of WSS service delivery and operational efficiency.
• Analyzing strategic and operational documents relevant to the operator’s expansion.
• Strengthening the decision-making processes of Leova LPA related to WSS services.
• Organizing trainings and workshops for Apa Canal Leova and 5 LPAs on the preparation of service delegation contracts and annexes.
• Developing a tailored Capacity Development and Service Improvement Plan, focusing on human resources, technical equipment, and strategic planning for the 2026–2029 period.
• Supporting the improvement of inventory systems and cost recovery mechanisms in alignment with national legislation and ANRE tariff-setting processes.
