Funding-Ready Project Proposals for WSS Infrastructure Rehabilitation

Project Overview:

The German Federal Foreign Office (AA) funds, and GIZ implements, the WASSER project (“Support in mitigating war-related impacts for water supply and sanitation in the border region of Moldova and Ukraine”), supporting local authorities in the Moldova-Ukraine border region between 2025 and 2027. Building on a baseline study of water supply and sanitation (WSS) infrastructure in the region, GIZ selected four local public authorities – Ocnița town, Lencăuți commune (with Mereșeuca village), Arionești village and Tătărăuca Veche commune – for targeted support in preparing mature, finance-ready project proposals to rehabilitate and modernise their water supply and sewerage systems and submit them to national and international funding organisations.

Our Involvment

VTG SYNERGY won the contract to provide comprehensive technical and advisory support to the four selected local authorities. The assignment comprises two phases. In Phase I, VTG SYNERGY's team assesses local needs and existing documentation, maps national and international financing opportunities, and develops four project concepts – one sewerage project and three water supply projects – that align with suitable funding sources. In Phase II, the team prepares the full technical documentation, including topographic and geodetic surveys, hydraulic assessments, technical designs, bills of quantities and cost estimates, in line with Moldovan legislation and the requirements of the selected funding mechanisms. Throughout the assignment, VTG SYNERGY's team organises consultations and validation meetings with local authorities and WSS operators to secure ownership of the proposals and compiles four complete, funding-ready submission packages for financing applications.
