Procurement Catalogue for Critical Water Supply and Sanitation Infrastructure
Project Overview:
The German Federal Foreign Office (AA) funds, and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements, the WASSER project (“Support in mitigating war-related impacts for water supply and sanitation in the border region of Moldova and Ukraine”). Running from 2025 to 2027, the project strengthens the capacity of local authorities and water operators along the Moldova-Ukraine border – 10 rural localities and 3 towns in the Ocnița, Dondușeni and Soroca districts, together with partner communities in Ukraine – to manage crisis situations affecting water supply and wastewater services. As part of this effort, GIZ commissioned a catalogue of procurement measures to secure the timely supply of spare parts and equipment for critical WSS infrastructure in the target localities.
Our Involvment
VTG SYNERGY won the contract to develop this procurement catalogue. The team assesses the condition of existing water supply and sanitation systems across the 13 target localities and compiles a structured, bilingual (Romanian/English) catalogue of critical equipment, materials and spare parts, complete with standardized technical specifications, categorisation by infrastructure type, prioritisation criteria, a proposed procurement lotting structure, indicative cost ranges and supplier references. The team also reviews the procurement lists that three partner municipalities in Ukraine submitted and prepares practical guidance to help local public authorities plan and carry out their own procurement. To close the assignment, VTG SYNERGY designs and delivers a one-day training for local authority representatives and procurement specialists on how to use the catalogue and on the ongoing reform of Moldova's public procurement system.
